The U.S. House of Representatives has approved the 21st Century ROAD to Housing Act, which includes a provision that bars the Federal Reserve from issuing a central bank digital currency (CBDC) until December 31, 2030. The bill now heads to President Donald Trump, who is expected to sign it.\n\nThe Senate passed the bill 85-5 on June 22, folding the CBDC ban into broader housing policy. The House had earlier advanced its own housing legislation by a 396-13 margin, and this week’s vote aligned with the Senate version. The legislation blocks the Fed from issuing a retail digital dollar directly or indirectly through financial intermediaries.\n\nSupporters of the ban view it as a safeguard against government surveillance of personal spending. The Fed has studied a digital dollar through research and pilot programs, but no retail CBDC was close to deployment. The ban codifies an executive order Trump signed in January 2025, opposing CBDC development over financial privacy risks. This makes it more difficult for future administrations to revive such a project without new legislation.\n\nThe bill exempts stablecoins and private dollar-denominated digital assets, provided they preserve privacy comparable to physical cash. This leaves the stablecoin sector as the primary vehicle for digital dollars in the U.S. through 2030, offering a competitive advantage to crypto firms in that space.\n\nWith President Trump’s signature expected, the temporary prohibition will become binding law until the end of 2030.
