Senate Urged to Vote on CLARITY Act Before August Recess as Lawmakers Return July 13
The Senate faces mounting pressure to advance the Digital Asset Market Clarity Act (CLARITY Act) before the August recess, as lawmakers return from a break on July 13. The advocacy group Stand With Crypto launched a campaign on July 1 urging supporters to contact senators and demand a vote on the bipartisan bill, which aims to establish clearer federal rules for digital asset issuers, trading platforms, developers, and market participants.
With only eight legislative business days before the planned August recess, the timeline is tight. The bill must compete with annual defense and government funding legislation for floor time. The CLARITY Act advanced in June when the Senate Banking Committee approved it in a bipartisan 15-9 vote. It outlines agency oversight, registration pathways for crypto firms, consumer protections, and compliance standards for digital asset markets.
Industry pressure has intensified as the 2026 midterm elections approach. Over 200 organizations—including Coinbase, Ripple, Kraken, Circle, Binance.US, Uniswap Labs, Paradigm, Andreessen Horowitz, and Stand With Crypto chapters—urged Senate leaders to bring the bill to a vote. Mason Lynaugh, policy director at Stand With Crypto, warned that failure to schedule a vote could waste years of bipartisan work and compromise.
Ripple also promoted the effort in Washington, D.C., with a branded CLARITY truck near Capitol Hill. Stand With Crypto cited polling showing that nearly three-quarters of surveyed crypto owners in Senate battleground states are more likely to support candidates favoring clearer crypto rules. The group also reported that over one-third of respondents use digital assets for personal transfers, while 21% use them for monthly expenses.
Despite the momentum, analysts remain cautious. Galaxy Research lowered its 2026 passage estimate for the CLARITY Act to 50% from 60%, citing the absence of a scheduled Senate floor vote, no motion to proceed, and no unified text between Senate committees. The outcome now hinges on whether Senate leaders can schedule a vote during the narrow legislative window before August.
