First Law Enforcement Group Backs CLARITY Act as Lummis Continues to Press for July Senate Vote

The National Organization of Black Law Enforcement Executives (NOBLE) has become the first major law enforcement group to endorse the Digital Asset Market Clarity Act (CLARITY Act), handing the crypto bill fresh momentum as Senator Cynthia Lummis pushes for a Senate floor vote this month.

NOBLE publicly endorsed the bill on July 2, sending a letter to Senate lawmakers as negotiations on the final text entered their closing stretch. The endorsement addresses criticisms that the bill could weaken tools for policing illicit finance. In its letter, NOBLE argued the opposite, stating that the legislation “preserves existing criminal justice authorities while adding investigative tools for digital-asset cases.”

The endorsement highlights several sections of the bill: anti-money laundering and Bank Secrecy Act coverage for digital-asset intermediaries under Section 201, sanctions enforcement tools in Section 303, and authority for temporary holds on suspicious transactions in Section 305. It also noted that Section 604, which shields non-custodial software developers from money-transmitter licensing, would expand regulatory obligations for industry participants and strengthen seizure authority and oversight of virtual-asset kiosks.

Senator Lummis, a Wyoming Republican, positioned the bill as a matter of national competitiveness, stating, “America has led every great technological revolution; the railroad, the internet, the smartphone. Digital assets are next. The Clarity Act makes sure we don’t hand that lead to someone else.”

The vote math remains tight. Republicans hold 53 seats, meaning at least seven Democratic crossovers are needed to reach the 60-vote filibuster threshold. Galaxy Research estimates odds of passage this year at roughly 50%. Senate Banking Committee Chair Tim Scott and Majority Leader John Thune are coordinating the floor schedule, with a critical four-week window running from July 13 to August 7 before the August recess.

The NOBLE endorsement gives wavering Democrats a law enforcement constituency vouching for the bill’s investigative teeth, potentially influencing the seven needed crossover votes. Whether that will be sufficient may become clear within the coming weeks.
