Binance Returns to the Philippines Through Regulated Local Partnership

Binance has announced its return to the Philippines through a partnership with Blockshoals Technologies Inc., a local entity operating under the Philippine Securities and Exchange Commission’s (SEC) Crypto Asset Service Provider Regulatory Sandbox. The SEC granted final approval for Blockshoals to enter the Strategic Sandbox, allowing Binance to provide crypto-asset services as a global partner under supervised testing.

According to Binance co-founder Yi He, the sandbox will begin with a 90-day systems integration between Blockshoals and a local virtual-asset service provider. Once completed, eligible users can be onboarded through Binance under the SEC’s framework.

The approval applies to Blockshoals rather than granting Binance a standalone license. Blockshoals will manage the regulated testing program, while Binance serves as its global crypto-asset service provider partner.

Binance previously operated in the Philippines as an offshore platform without required local licenses. In November 2023, the SEC warned Binance was offering unregistered securities, and in March 2024, regulators and the National Telecommunications Commission blocked access to the exchange. The SEC also directed Apple and Google to remove the Binance app from Philippine app stores in April 2024.

The latest approval marks Binance’s first compliant return since those enforcement actions. Instead of operating offshore, Binance now accesses the market through Blockshoals’ SEC-approved sandbox, ensuring regulatory supervision.
