Latam Insights: Unpacking Bolivia's Stablecoin Push, Venezuela's Massive P2P Market, and Argentina's Libra Crackdown

Bolivia is evaluating the inclusion of Tether’s USDT stablecoin into its national financial system, following the reversal of a crypto ban in June 2024. Minister of Economy Jose Gabriel Espinoza stated that the government is studying how to safely integrate USDT as a dollar proxy to address a severe foreign currency scarcity. Trading volumes surged over 600% in the first six months of 2025 after the ban was lifted. Espinoza noted that a regulatory framework is still needed, but a system allowing USDT to circulate alongside the U.S. dollar and the Bolivian boliviano is under consideration.

In Venezuela, peer-to-peer (P2P) trading on Binance has reached new heights. According to estimates from economic consulting firm Ecoanalitica, P2P volumes on the platform totaled USDT 1.389 billion between June 11 and July 13, averaging nearly $44 million per day. Director Alejandro Grisanti highlighted that Binance has become a primary channel for currency exchange, rivaling traditional forex markets. The volumes represent 88% of all foreign currency sales by the central bank in June and 75% of the country’s monthly oil exports.

In Argentina, Federal Judge Marcelo Martinez ordered the identification and freezing of cryptocurrency wallets linked to the controversial Libra token. The move followed a police report that traced fund movements through multiple networks starting in May. Eight wallets labeled as “Libra team” were scrutinized; they had direct involvement in the token’s launch after President Javier Milei promoted it on social media. Four wallets consolidated nearly $57 million into an address that was blocked by a U.S. court but later released. The wallets attempted to obfuscate transactions, but at least 10 of 17 movements passed through Binance, with others linked to Bybit, OKX, and Bitfinex.
