World, the controversial biometric proof-of-human initiative backed by Sam Altman, has turned three and announced the start of a new phase in its development. The project emphasizes that its human-certified network is now more relevant than ever in an era where AI agents are booking travel, writing code, and managing support tickets.

In the third phase of its “Simple Plan,” World is focusing on building real-world utility for its human network. It is introducing World ID capabilities toward three key sectors: enterprises, people, and agents. The project is partnering with category leaders to develop use cases that implement its verification technology.

These use cases include verifying human participants for sensitive digital interactions such as Zoom calls, verifying human participation behind online profiles on social networks like Tinder, and verifying attendance at events like concert sales. The project is also introducing identification for AI agents that have human-in-the-loop verifications and act on behalf of verified humans.

The new phase marks a shift from token incentives to utility-based growth. Companies will leverage World’s services to offer perks and advantages to users, such as boosts or access to exclusive experiences.

World will now concentrate its efforts on a core set of countries where utility is deemed strongest, including the United States, Japan, Germany, the United Kingdom, and South Korea. The approach is to build density in key areas like New York and San Francisco before scaling outward.

Monetization is also on the table with World ID 4.0, which allows applications to be charged for the creation of World ID Credentials—documents that can be added to a user’s World ID. The experience remains free for users. This opens up a market of over 18 million verified users to companies and institutions, with fees paid in the protocol’s token WLD, adding to the long-term sustainability of the network.
