SEC Chair Backs CLARITY Act — Says He’s ‘Optimistic’ Congress Will Pass Landmark Crypto Bill

SEC Chair Paul Atkins has voiced strong support for the CLARITY Act, a landmark crypto market structure bill that seeks to establish clearer digital asset rules. In a July 28 post on X, Atkins stated that the SEC is committed to helping Congress advance the legislation, including providing technical assistance. He emphasized that American leadership in digital finance requires a regulatory system that matches the pace of innovation.

During a CNBC interview on July 27, Atkins expressed optimism that Congress will pass the CLARITY Act, noting that the SEC is prepared to develop related rules if congressional action stalls. “I’m optimistic that Congress will pass the CLARITY Act, and we’re doing all we can to help them,” he said. “But ultimately, the statute is the way to future-proof something. We are ready, willing, and able to come out with rules that address the same issues.”

The CLARITY Act has already passed the House and is now moving through the Senate. The narrow window for Senate action has drawn attention from the crypto industry. The legislation could reshape U.S. digital asset markets by defining digital asset classifications and regulatory responsibilities. Supporters argue it would provide clarity for investors and businesses, balancing innovation with consumer protection.

Atkins has indicated that the SEC remains prepared to develop rules addressing similar market structure issues if the bill does not pass.
