Circle Hits Regulatory Milestone With NYDFS Trust Charter
Circle, a financial and stablecoin services company, has achieved another regulatory milestone by securing a limited-purpose trust charter from the New York Department of Financial Services (NYDFS). The charter, announced on Friday, allows Circle to expand its operations in New York, including providing custody services, issuing state-approved stablecoins, and managing the reserves backing them.
The NYDFS registers Circle Internet Trust Company as a Limited Purpose Trust Company, while Circle Internet Financial operates as a Money Transmitter and a Virtual Currency Business via BitLicense. Circle was the first company to receive a BitLicense in 2015, and this new charter further validates its commitment to high standards of safety, transparency, and compliance.
Circle co-founder and CEO Jeremy Allaire emphasized the significance of the achievement, stating that earning a trust charter from the NYDFS has been a longstanding goal due to the regulatory clarity it provides. He noted that NYDFS is an international standard setter for digital asset regulation, and this charter positions USDC within a strong, respected framework as digital dollars become central to the global financial system.
This state-level approval follows the U.S. Office of the Comptroller of the Currency (OCC) granting Circle approval to establish Circle National Trust, a federally regulated national trust bank, in July. That prior approval placed Circle under federal oversight, setting a new standard for transparency, governance, and scale.
The combination of the NYDFS trust charter and the OCC approval places Circle among the most regulated stablecoin issuers, reinforcing USDC’s credibility in the global market. The rigorous vetting by both agencies is comparable to that of a full commercial bank, ensuring robust oversight of Circle’s stablecoin operations.
