Luxembourg Expands FIU Alerts to Crypto Exchanges
Luxembourg is enacting new legislation that empowers its Financial Intelligence Unit (FIU) to issue cross-institution fraud alerts to both traditional banks and cryptocurrency exchanges. The law, Bill 8722, which took effect on August 8, 2025, gives the FIU unprecedented authority to issue rapid-response alerts across the entire financial sector when fraudulent accounts are identified. Crucially, it mandates that crypto exchanges operating in Luxembourg receive these warnings alongside traditional banks and payment institutions, closing a critical loophole that allowed fraudsters to quickly move stolen cash into digital assets.
This legislative push follows a devastating 2024 “CEO fraud” scheme that stole over $70 million from the humanitarian charity Caritas. Under prior rules, banks could only block transactions within their own systems; once funds moved to another provider or crypto exchange, authorities had no mechanism to notify the receiving institution. Max Braun, director of the FIU, said including crypto exchanges in the warning system will “make cashing out of the accounts more difficult” for international fraud syndicates. He noted that the measure provides vital liability protection for crypto-wallet operators whose customers are largely outside Luxembourg.
Introduced by Justice Minister Elisabeth Margue, the bill passed parliament unanimously in July and was published in the official gazette on August 4. The FIU held an informational session with compliance officers on August 6 to ensure immediate implementation. According to Justice Ministry statistics, Luxembourg police recorded 6,382 fraud cases in 2024, up nearly 4% year-over-year, while fraud reports from financial professionals surged 32% to over 18,000 cases. The 75-member FIU, operating under the public prosecutor’s office, is the central authority for countering money laundering and financial crime.
